1. Overview and Purpose

Objective: To define procedures for ongoing tax credit program accounting, including weekly reporting, month-end bookkeeping entries, and documentation retention for compliance. This SOP ensures that tax credit-specific financial activity is tracked accurately, support is audit-ready, and reporting obligations are met on schedule.

2. Scope

This SOP applies to all tax credit program activities processed during:

  • Weekly finance operations (ongoing tracking / reporting)
  • Month-end close (tax credit bookkeeping entries)
  • Ad hoc compliance and documentation support

It includes tax credit-related cash activity, project expenditures, investor reporting support, and controlled document filing.

3. Step-by-Step Process

3.1 Monitor Tax Credit Activity Weekly

  • Review tax credit-related emails and requests from the accounting inbox
  • Identify required weekly reporting needs (e.g., spend tracking, draws, compliance questions)
  • Coordinate with Finance Director and Controller on any time-sensitive items

3.2 Prepare Weekly Tax Credit Ongoing Reporting

  • Update tax credit tracking workbook(s) with:
    • Project spend to date
    • Cash movements tied to tax credit accounts
    • Any required covenant / compliance metrics
  • Pull detail from your accounting system and bank portals as needed
  • Provide weekly summary to Finance Director / Controller
  • Save weekly report in your document management system

3.3 Record Tax Credit Bookkeeping Entries During Month-End Close

  • During close, identify tax credit-related transactions needing adjustment, including:
    • Restricted cash movement
    • Project or investment-related reclasses
    • Tax credit-specific revenue / expense allocations
  • Prepare tax credit journal entries in your accounting system with clear memo lines and references
  • Attach support schedules and documentation to each journal entry

3.4 Gather and File Tax Credit Supporting Documentation

  • For any tax credit activity (weekly, monthly, or audit-related), gather:
    • Bank statements / transfer confirmations
    • Vendor invoices tied to tax credit projects

    • Compliance requests and responses
  • File into document management system under correct tax credit folder
  • Ensure files are named with date + description

3.5 Respond to Tax Credit Compliance or Investor Requests

  • When tax credit investors, counsel, or fund administrators request information:
    • Review request scope and due date
    • Pull required financials / support

  • External Advisor Requests: If counsel requests interpretive support, route to Controller for review prior to response.
  • One-Off Investor Reporting: May require custom schedules outside weekly cadence; file separately under "Investor Reports."
